Yeah, I wondered the exact same thing - I mean, it was stated clearly as early on as 3 AF that the interior of Cocoon was already breaking down due to the lack of the fal'cie to maintain it, so you would have thought everyone would have abandoned it to it's fate (especially as they knew it was going to collapse eventually). I guess some people are just too stubborn and would prefer to stick with the only home they know, rather than moving to a unknown and savage wilderness, even despite knowing they would ultimately perish when then whole thing comes crashing down.

I got this neat little roll of twist-ties that can be cut at custom length.

Instead of the standard circle with one or two ties, I've utilized a new method of three ties to keep the overall integrity of the circle sturdy yet not too tight or demanding on structural integrity that it would cause a permanent kink.

It's not so much a number of "ties" as it is just one long tie that wraps at 3 critical points of the circle and continues until it reaches the third and final point.
I'll take pics of the twist-tie device plus some examples of the new tie method I'm currently using and apparently excited to boast.
I do a small, simple yet extremely gratifying smile at the end of each wrap. :)
