Does anybody know how to power up edgars tools. I was at the end of the game and Edgar was only doing like 4,000 to 5,000 damage with his drill attack to keka. I was at level 51 by the way.

I don't know that there's really anyway to power up Edgar's tools. I guess the only thing to do is level him up. His chainsaw can sometimes cause instant death to an enemy, but that only works sometimes and not on any of the bosses. I really don't use Edgar much towards the end of the game. There are just other characters that have better attacks/magic.

Actually, I use Edgar's tools all the time! Sure, some of them are pretty weak (I mean, who'd bother with Noiseblaster?!), but there are some really awesome Tools up his sleeve!
For great deal of the game, the Autocrossbow is about the most versatile weapon available! It targets everything on screen and does on average around 1500HP damage to ALL enemies.
The Chainsaw is defienetly Edgar's best Tool. It deals out around 2500 - 5000 HP damage on one enemy, but has a chance of instantly killing an enemy (sometimes it misses if an enemy is too strong, like a boss monster), but it's amazing just how many regular enemies fall victim to it!
Flash is a frequently overlooked tool that will cause a fair amount of damage to all enemies on screen, but will kill instantly weaker enemies, or enemies weak against fire For the first couple of hours at least, this can become almost as useful as the Autocrossbow! The Drill literally drills through an enemy's defenses, to deal quite a large amount of damage (generally anything from about 1500 to about 5000HP, depending on his vigor stat and current level). It's particulary useful later in the game, against monsters with a high physical defense, or who have cast Safe on themselves.
And don't get me started on the Air Anchor! This nifty little item makes an enemy self-destruct if they try to move (say, to attack one of your characters). As Edgar says whenever he uses it in battle: 'Move, and you're dust!"
All these tools are quite powerful, even up to the end of the game, and work even better if you've equipped the 'Tools' command to Gogo too! It's like having two Edgars in your party!
