The thing you didn't do that everyone else has done already is relate the soundtrack release to that of a big budget movie, like this: The company that is releasing the soundtrack is expecting it to be a big hit since the series's fans like it a lot, so much so that they would even consider doing a sequel if it did well (hence the 01 at the end). Unfortunately, when less than half of those same fans don't go and buy the music despite positive feedback from other fans (such as myself), the soundtrack sadly flops, which tells the company they were mistaken.
So, if you were that company and kept hearing fans saying they want more music for this series and you look back at how well the previous release did, what would be your conclusion? If you general consensus was that it would bomb like last time, you're aren't alone. Look at Axess and you're notice that not even the opening & ending theme songs have a full version recording, much less a release compared to the series before it (Rockman.EXE season 2) or after it ( Rockman.EXE Stream).
To be fair, though, it seems that enough fans were able to convince said company to release another Rockman.EXE Anime OST in the form of the Vocal Album, which can be found in the Megaman/Rockman Music Thread here:

This spiritual successor to Sound Navigation contains all the opening and ending theme songs from all Rockman.EXE Anime Series (Original season 1&2, Axess, Stream, and Beast), along with the popular Insert Song from season 2 and the intro theme from the Rockman Shooting Star Anime (which was still on Season 1 at the time of album's release). One thing to notice, however, is even some of the popular themes like Season 1's ending theme "Piece of Peace", Axess's theme songs, and Stream's ending theme are not full version recordings; although you'll also see that Stream's ending theme is like a part 2 of Axess's ending theme. Also, there is a full version of Stream's opening theme "Be Somewhere", indicating fans DID like that song by Buzy, which I personally find funny considering this group of 7 J-pop singing girls released only one album before being disbanded. Nevertheless, it is what it is.
So, what has this semi-rant/review said about us fans. Well, if you have read all I've typed thus far, then I'll end it with only a suggestion: You must say for yourself.
