Wings of Honneamise is about a clan of mercenary assassins in feudal Japan who are hired by the descendant of legendary dragon Lord Inferno. It too features many crotch shots.

Bubblegum Crisis - One of the defining entries in the cyberpunk genre, BGC was one of the earlier anime series to be available in North America. It centers around a group of young women known as the Knight Sabers, a team of armored vigilantes who battle against out of control Boomers (androids) and the ruthless Genom Corporation that manufactures them. The 90's saw an updated version of the series produced that greatly expanded the story of the original. It's spawned several spinoffs, but they're nowhere near as notable as Bubblegum Crisis and Bubblegum Crisis: Tokyo 2040.

In the wake of World War III, Neo-Tokyo is practically ruled by gangs who battle constantly against the corrupt and ineffective government. By the way, I'm going to let this one run through the weekend since I was late updating it and I'll be busy moving for the next couple days.

For example, it could feature the Gatchaman team, Tekkaman Space Knights, Kaneda's bike gang from Akira, Dirty Pair, Lupin III's crew, Tetsuro and Maetel from Galaxy Express, the "z warriors" from Dragonball, etc. You get the picture. That's the best idea I could come up with.
