I just tested it, the file is okay. Update your extracting software of choice to the latest version.

Just an error though. The "Battle VS Gym Leader" connect to the loop section of "Battle VS GO Pokemon".
Would be nice to upload a separate link for just the fixed track if you fix the OST link so we don't need to download everything again.

It's just a thing of watching a playthrough of the game, which isn't very long. I know that at least during your initial visit to Pewter City you don't hear it's theme on piano, so sorting could eventually change, considering this ordered in a chronological way, same goes for the initial visit to Lavender Town (I watched until you leave for the first time), I'm assuming the piano version has something to do with the cubone quest or something?.

I also don't know in what kind of scenario the alternate version of the Surf theme plays, that makes 3 themes that have no appropriate naming.

Surf (Alternate Version) plays at the language selection screen right at the beginning of the game.
Lavender Town (Piano) plays when [SPOILERS, this does not happen in the original, highlight to see the text] the Baby Cubone bids farewell to its mother after you defeat her in the Pok�mon Tower.
Pewter Museum of Science (Unconfirmed) plays when Oak comes to visit you after you defeat the Champion.

On a related note to the last one, Epilogue actually plays after the Ending Theme.

Hmm, is the Language Selection Screen before the main title screen or after it? If it's after it, I think it's fine to put it afterwards, but if it's not, I suggest moving it to the end of the album.

Also "A Rival Appears" plays when you encounter Blue, the rival doesn't have an encounter theme.

As for Pewter City (Piano), the placement is right after the Final Battle! (Rival) and before Hall of Fame. As you said, Epilogue plays when you're back home, which in this game happens after the credits roll.

I just noticed after a long time that for some reason the Route 11 theme (Labeled Road to Fuchsia City: Leaving Lavender Town in the FRLG album) isn't in this album release even though its in the game. Really strange considering these albums are meant to be full soundtracks (I mean come on they're called Super Music COMPLETE in Japanese) and even have level up sounds and whatnot. Are there any other missing themes from this album? downloading this purely for route 11 rn
