The areas in which you can find Tri-Faces (apart from those you have mentioned) are at the Island Closest To Heaven and Balamb Garden MD Level (during the segment where you have to activate the Garden’s ‘secret’). Out of those, Heaven would be the more desired area, but I do recommend the Deep Sea Research Centre; you will get fixed encounters of them here (on the screen after Zell activates the machine to open the large door).
