I was just wondering who created the Anime show Burn-Up Excess cause I’ve noticed a few things from other shows in the episodes. In one episode you see a picture for a few seconds and there is a girl in it who looks exactly like Sasami from the Tenchi series. In another episode a letter gets delivered to one of the main characters and the envelope has Ryo-oki on it. Then there was one episode where the weirdo transvestite ChiChi mama kinda goes gigantic because of a strange machine and for a few seconds they are standing in a pose like Eva 01 from Neon Genesis Evangelion. They even have a big wire sticking out of their back like the power cables the Eva’s use. I suppose the thing with the Eva’s could be explained by the fact that the main character, Rio, is voiced by Amanda Winn Lee who also did the voice of Rei Ayaname in Neon Genesis Evangelion.

I’m not all that familiar with Burn-Up Excess, but I did see Burn-Up and Burn-Up W, so I think I have a good idea about what you mean. Those references are usually either some type of gag or just a passing homage to another show. The creators didn’t need any kind of affiliation to the shows they reference to do that.

And as for the Amanda Winn Lee thing… there was a Japanese voice actress attached to the role before it was dubbed in english. Her name is Yuka Imai and she had no part whatsoever in Evangelion, so that theory is completely off base.
