Which Final Fantasy boss was hardest to be/rules all the others?

Out of all the Final Fantasy games, which one would you find hardest to beat…and which one do you think would rule all other bosses if put in one world?? For someone reason I found Ultimecia the hardest to beat, but that was most likely cuz my stats sucked and she had like 4 forms was it?? And I really couldn’t say who would rule all…maybe Sephiroth… =)

i havent beaten VII yet but of the games i have beaten its prolly ultimecia..but like orlibloomsgurl9 my characters are low lvled still cuz i rushed thru
