Assuming you’re in the US, it’s pretty difficult given import tariffs, logistics, licensing fees, and the translation/localization fees. Usually I check deal sites (slickdeals) and large distributors (Amazon or Bestbuy or whatnot) for sales. Buying used is also a way to get anime faster and cheaper, but then you need to be careful about the condition of what you’re buying. Good luck!

About the cheap part, Taobao has some good deals on CDs.
It is like a goldmine for used CDs.
