What was Jyscal doing there?

It’s clear that the other four people in Via Infinito were the Yevon-obsessed ones and were never sent. But what’s Jyscal there for? He’s been sent, we even see that in X! Plus, he wasn’t exactly someone who was a Yevon-obsessed jerk. If anyone, Kelk should have been there, he was one of the Maesters and he was the one doing the hearing and he was never sent either! So.. any explanation for Jyscal being there?

He WAS sort of important in FFX, he practically gave Tidus and Co. the go ahead to kill Seymour.
