I’ve heard from a bunch of people that if you collect 26 (or so) of these tiny soldiers called 1/26 (or some number around that), you can unlock Sephiroth as a playable character, and that you battle Meteor itself at the end of the game, or that you could unlock his sword. Know if this is true? I can only find 1 of them.

Of course it’s true.
But if you’ve only found one, you have your work cut out for you. You’ll have to start from the beginning since you have to collect three of them before you leave Midgar the first time. They appear in random places, so it could take a while to track them all down. Persistence is the key!

1/26 only means scale size. Not 1 of 26. And no you can’t unlock seph as a playable character unless you have a game shark.
