I really don’t think so, it’s just someone who adapted his themes.

I think it’s Williams, at least partially, since there are adaptations of Rey and Kylo Ren’s themes (which are either unreleased bits from TFA or from TLJ). A generic trailer music composer wouldn’t do that. And Williams already scored the first teaser for TFA, he could have done it for TLJ as well.
