Just downloaded the file from 2 different geographic locations and unpacked without a hassle, even hashes (Thread 196152) match.
Have you checked if your connection/proxy/VPN is stable enough? Perhaps it gets interrupted occasionally.
Then you should try some CLI (http://subinsb.com/resume-download-wget-curl-aria2c/) or GUI (https://alternativeto.net/browse/search/?q=download%20manager&license=free) download manager or a browser addon (Chrome (https://chrome.google.com/webstore/detail/chrono-download-manager/mciiogijehkdemklbdcbfkefimifhecn?hl=en), Firefox (https://encrypted.google.com/search?q=firefox+addon+resume+download)) which bring the ability to resume.

This is just wrong. Popular filesharing service is popular precisely because it is loaded with a lot of different data to share: some files are safe, some files are not.
