Side Quest Question – Please Help

Hi, I am currently on Disc 3 of FF9. One of the side quest that can be done on Disc 3 is Quan’s Dwelling Reunion. The walkthrough says to return to Quan’s Dwelling with Quina and Vivi after the destruction of Alexandria at the beginning of Disc 3. The first moment where I was able to return to Quan’s Dwelling after Kuja destroyed Alexandria was after the entire party gets onto the Blue Narcissa from Lindblum. I then used the red chocobo to ride to Quan’s Dwelling. However, nothing happened! No sequences or anything! Anybody knows EXACTLY when were you suppose to go back to Quan’s Dwelling so you can get the Running Shoes or have I already missed my chance? Thank you!

You need to have 99 (maybe 100 can’t remember) frogs first. I think I’m not 100% it’s been ages since I last did that
