Just a while ago there was a server population problem, and they gave the chance to the players to deide on changing server to another randomly, just to control the population. This happened because of the Europe release and all the new players that came with it.
They added new servers and balanced the population in every server. It seems it was reaching the population limit in some of them.

Actually, it wasn’t just the Europeans that caused this. There also was a afflux of new/returning JP/NA players, thanks to Chains of Promathia’s release. It’s more because of a combination of those facts, becasue SE didn’t plan on creating new servers for the EU release at first.
