How and where do you rate threads? This would be good for me since I always rate threads, but could never figure out how to do it here. It can’t be disabled because I posted in the "Most favorite game music" thread, which was just created yesterday, and it already has a 5-star rating so there is obviously a way to do it. But how do you rate a thread is what I’m asking… is there a menu or dialog box or what?

You can only rate threads in the DL sections. You do it in the op, the bar at the top which has search thread and display.

An addition to that, if I may: to date, I’ve only been able to rate threads while being logged-out from the forum. You don’t see the option to rate threads if you are a "standard" user and are logged into your account.

Yes. It is exactly like Leon said. I can only see it when I’m not logged in…
EDIT: Would it be possible to reverse this feature and make so members logged-in can rate and logged-out members/guests cannot?
