Penance because he’s harder and he’s unique, not just a different version of a monster template like Nemesis was of omega and ultima weapons.

I don’t remember fighting Penance since it’s been a while since I played, but Nemesis took me a lot of tries to finally beat. It was so satisfying to finally kill it.
