i’m stuck, can’t figure what to do(batteries and etc, plate?)

I’ve read guides online but none really explain. I get the batteries from the man in the weapon shop and then I think I go to the plate place with the graffeti on the wall in red.

What do i do from here??

after you climb it, just insert the batteries where they go and continue going upward till you reach the building
