Not the right place. From what I know/understand, MYZUNRARA and Jessie (an administrator), talked and came to some sort of deal. Technically speaking (as far as the rules go), I don’ think that what MYZUNRARA is doing warrants a "stop": sharing a lot of albums (which, again by the forum’s rules, would need separate threads) and bumping for re-uploads and/or visibility some of his older shares.
So, raping? I don’t think so, the guy clearly has a lot to share. Sigh, one way or the other, we would have a mess.
