Gold Saucer help!

im playing FFVII over again and its been years since ive played, im having trouble getting the guy who sells you 100gp for 10000gil to appear, ive tried going from inside the saucer and over 100 times and i havnt seen him, ive also tried going fro the station in north corel up to the saucer about 20 times. Also im on disc 1 atm and im at the saucer originally to get the keystone you need for the temple, is this a time you cant see the guy who sells it to you? please help!

I think he appears about 1 in 30. You probably need to come up the tram to activate him. I think you can catch him at any point in the game, but i wouldnt bother.

He sells you only a max of 100GP, and for that he charges 10,000Gil. Its a hell of a lot cheaper, and even a hell of a lot quicker to just earn it doing the basketball game (if your timings good, you can earn 300GP for an outlay of only 200gil) or the motorbike game (for that, i think 100GP would cost 2000gil, and will take 10 races.)
