One of the cockatrices in the Great Cockatrice escape. Specifically the one who turns up in the north part of Rabanastre and makes you chase him in circles. He left to find a mate, but he was really "in love" with Chit, the one you found in Eruyt village.

And if you haven’t sent her home yet, he won’t go home. I think that covers every part of the riddle 😀
