Depends what you mean by ‘broken’. If you mean ‘abusable’, then that would probably be FFVIII. If by ‘broken’ you mean ‘filled with programming bug’, then that would probably be FFVI.

The original Final Fantasy I battle system could also said to be broken in ways such as that if you targeted an enemy with an attack and that enemy was already dead, the attack would simply be wasted.

How about we use the most common connotation of "broken" in this context, namely that of being easily abused?
I wouldn’t call FFI’s "Ineffective" mess ‘broken’ in any sense. Just a bad idea–unless, of course, the NES didn’t have brains enough to handle changing targets…?

If we’re only speaking in terms of "easily abused," then FFVI for me. Vanish/Doom was terribly abusable and there were lots of other tricks in there as well.
