there are some tools out there but they’re very shit.
midis generally have to be composed, not converted.

Agree with Sarah. I’ve tried one such tools in the past (forgot what’s it called) and the MP3 I fed the software with resulted in what sounded like a hundred monkeys, each given it’s own piano, banging away randomly.
Also, why would you want something as archaic as MIDI? Most phones from since 8 years ago do MP3 fine. And many karaoke software ship with voice removal functionality iirc.

Scratch that. All MIDI ringtones were horrible, horrible things that are burning in hell where they belong.
