it is,beat him up and he leaves a chest with cat nip.equip it to a gunner and use trigger happy and watch them fall

If you’re playing the Japanese version of the game by any chance, you’ll get Cat Nip by not doing the Shave the Hypello mission in Chapter 1, then pushing Tobli into the elevator when he shows up on the Celsius in Chapter 2.
