Anyone know the second set of Cyphers in the PAL version?

There are two sets of ciphers in both versions, not just the PAL one. And the numbers are random each time, so you’ll just have to get the search sphere and hunt them down. Notes: The sixes and fives look kind of alike and so do the ones and sevens, so if you think you have one of those, but the code doesn’t seem to be working, try the other.

then where can the spheres be found? and what am i suppose to be looking for? is it the sorta glowing tablet with the marking? i saw one of those, dunno if it was 5, 6 or 8

Yep, you’re using the Search Sphere, right? And you found the CommSpheres and you’re seeing glowing tablets with markings? That’s exactly it. Try zooming in to the max to check the number. You need to find a total of four, just like the original set of ciphers. The locations I can help you with: There’s a commsphere behind one of the buildings inside the town, one just outside town, one along the path leading to the cave and one on the ledge that overlooks the water area that Wakka pushed Tidus into in the original game.
