The last version of Manhunt that I had contained only one .PAK file and I didn't find anything to unpack it. I thought it's the only option with it.
But your post, and further googling gave me clues..
One of version I got today, gave me a second clue that it's resources can lay there unpacked. and yes fuck yes! ...
Listening for a rip albums for some time I already get used to ripped ambient scores like KaFaraqGatri's, and I played the game long long time ago when it was released (what a shame)
Every stage folder consist of 8 wav files in 3 game sound packs called RIBs (lol), and there is not only the ambience O_O
Looks like everyone, and KaFaraqGatri, was standing in the shadow and recording their rips of ambience :) (no offence, great work as I said before)
But I forgot The game, and yep I didn't know such a music style like rhythmic noise. Which is playing in fight scenes, being discovered and hurt I suppose. I think Rockstar thought about releasing a score for Manhunt, but they just gave up, because already made an impossible job by making such a gigantic soundtrack for the game. Music is 671Mb in it's game, and yes, archived format. 30Mb of RIBs converts to .. 120Mb of wav.
First of all I thought "oh, imperfect program created big wav of loops" - NO. I carefully checked - there is no loops in a single file.
In every music folder there is *_D.RIB, *_L.RIB which is short (9-12 seconds) of ambience, and *_M.RIB which consists 6-tracks. 0 to 3, for kind of 'calm' 'disturbed' 'distress' and 'fight'.
And 4,5 for stage sound ambience. It could be a heavy rain, crickets or .. as for asylum - electrocuting procedure with patient screaming and begging for mercy O_O straight 3m44s in a row, then loop...
Every pack's track is long! 3-5 minutes.
Sorry to upset you KaFaraqGatri but everything is 16-bit 22050 Hz, BUT! :) it sounds clearer without any (needed) processing throught game engine to wave output.
Here is screenshot of audio spectrogram to compare, it is the same music, only the Hz scale is differs a half. I don't really think it ends there at 11kHz and it is a just freeware app file handling.

Whew. What a wild ride back to the world of madness and horror. I remmember when I finished Manhunt for the first time. I was 16-17 years old dammit. I was playing for all that day, and it was night already. After finishing.. Kinda in minutes, dad asked me to take out the garbage... Oh boy how did I lurk through the shadows approaching to that trash container. Thank god no one came across me, I'd either piss myself or.. maybe kill 'em?
As for Rockstar, and now - us!, It should be done a great score OST, two discs with ambience and 2-3 with action music. Dark Ambient, Drone, Rhytmic Noise.

I love VGM. Sometimes it's not just vgMusic -- it's Symphony.
