Isnt the whole soundtrack to inception just different arrangements of the song "non, je ne regrette rien" run through a program like Paulstretch and mixed together? So in theory couldnt someone far more bored than I've ever been in my life just reconstruct this without sfx?

someone could do that with any kind of music. They'd have to be near perfect, and know every effect used in the track. Good luck I'd say to that person, but it'd be easier to obtain a complete score taken from the studio at that rate :p

While it is true that a lot of the music from the film was influenced by "Non, Je Ne, Regrette Rien," Hans Zimmer did not use a program like Paulstretch, or any other program that would be simple or free like that. I'd read somewhere that he took a look at the song and broke it down into what makes it sound like it does. He multiplied or divided tempos, sped up or slowed instruments, and used other complicated processes to produce the score. The music may have originated from that song, but that song was not used in the actual process in the way you are suggesting.
I've already taken a look at the whole score, trying to break down all the themes and understand what they mean. Even I haven't uncovered how the song was manipulated throughout most of the score, and I am an avid listener. As MasterZPrime said, you'd have to be a super-genius to be able to first figure out how the song was manipulated, and then find a way to duplicate that sound. I totally agree it would be way easier just to wait around for the recording sessions.
Also, I'm working on my own edit that I think many people will enjoy--so look out for that in the coming months!
