There's rarely music that, just by listening to it by itself, will make anyone cry. However, when you couple the song with a on-screen happenings, people may be moved to tears. Songs that are examples of this include:

"Aerith's Theme" - FFVII
"To Zanarkand" - FFX
"Debriefing" - MGS3.

Out of pathos, or horribleness? I could recommend a few that if you ever interrogated someone with, they'd be reduced to tears in minutes. :-P

i've never come across a video game song thats made me cry, but i do think 'prisoners of fate' from the chrono cross soundtrack is very moving
