Hello all, I can't seem to find this FMV and I have a pic but dont' know the name of the FMV. Maybe someone else knows the name of it or where I could find it at, but I haven't ran across it yet.

Almost. The first one is after Squall releases Rinoa from the Sealing device in the Sorceress Memorial, and you were right about the second one.

They probably just changed the background to reduce prodection costs.

The poses are actually slightly different (Rinoa especially). Besides, they couldn't just "change the background" because they are from two completely different FMVs (the characters are not rendered seperately from the background as far as I know) and, in the top one, they actually end up somehwere, whereas the second one cuts away before they can hug. It would be a very annoying and pointless process to attmpt to seemlessly reuse a particular clip when the lead-ins to and lead-outs of the clips are different.
Two more logical reasons why the image appears twice -- The whole intro is a bit of foreshadowing (all that text in the beginning comes back later in the game), so that near-embrace foreshadows the actual one in the Sorceress Memorial. Also, the image (Squall and Rinoa moving for embrace) itself is the one in the official FFVIII logo, so it would make sense for it to appear multiple times within the game.

I reiterate, you can't "just change the background." It doesn't work that way. I also would like to restate that the scenes are only the same at that ONE POINT (in fact, they're even slightly different there). It's not just a changed background (again, much more work than it'd be worth; you can't just "photoshop" the characaters out in FMV making) -- everything was written and rendered again.
