this is driving me nuts! they've been giving us the runaround for well over a year now! and from what I understand it's only gonna have subtitles, so honestly, how hard can it be to translate something and then put the words up?

Yeah, if they weren't going to dub it I expect it would've been released by now. Particularly with the speed the fansubs came out!
