This is probably something obvious that I'm missing.. but how do I give someone rep points?

And what does it mean when someone gives them to me? Is it something akin to seller feedback?

I am very glad you asked on how to give a reputation to members.

To send a reputation, you need to go to the person's user name in the thread. You'll see two icons on the left side, just below the user's name, join date and posts.
Click on the icon on the far left (looks like a leaf). A window will come up which will display the following:

Reputation
Add to Reputation: user's name

What do you think of user's name post?

I approve (button will be checked)

Your comments on this post:
If you leave blank, the person you are sending the reputation to won't know who it is from because it will just say a standard reply "No comments made". Many members fail to do this because they believe their user ID is automatically attached to the reputation. You should at least put your user name in the box, so the person you are giving the reputation to will know it is from you. You can also add other comments like "thank you" and so forth, but it only allows you to fill a maximum number of characters.

When you are ready to send, click on the button (Add to Reputation).

That's it, you just sent a reputation.

I've given out a couple thousand reputations to members for sharing because I feel they deserve all the hard work they put into posting, ripping, scanning the artwork, uploading to the file hosting service and fulfilling the requests with a link. I know this because I've done a lot of music sharing here on the shrine myself.

It's an accumulation and increase of points that a member can gift reputation points to another member. There is really no value (cash) to the points. Your way of thanking a member for sharing the music.

I know the frustrations of giving reputations all too well. You're only allowed to give out a maximum of five reputations per 24 hour period. I've discovered that you can give an individual two reputations within a 24 hour period, if you place him/her in the first and fifth position, to be separated by three different people.

Example: John / Laura / George / Sharon / John

For the next 24 hour period and so on, you'd have to separate by three different names again before you can give John another reputation. This is why you cannot give back to back reputations to the same member soon, and you'll get a message saying "to spread your reputation points to other members before you can give again to the same member".

Here is information/opinion from moderator LSK:

General information:

1) The reputation system doesn't mean shit, don't take it seriously+don't use it to measure the "value" of a user, it's a rather idiotic thing to do. A guy with maximum rep.-level like me can be a scumbag reporting links, while a random who just joined could be an "innocent" user who simply wants to get a copy of the goodies and leave/not bother.

2) Shortly after "reputation" got implemented, a thread was started in General Discussion where users rep'd each other for fun, this to say that we have folks who haven't shared a lot of music/stuff, yet they have maximum "level/grade" of reputation.

3) The amount of reputation points a user collected determines how many reputation points he/she can gift to another user, example: I currently have 3465 point(s), Reputation Power: 38 - this means that I'm going to give 38 points to whoever I "rep". I've personally seen on my own profile increments of +100 reputation points from a single rep.-gift over the years, take all this stuff into account and you'll see how it can not be that "abnormal" to witness users who just joined already with huge amounts of reputation.

EDIT:
Personally, I like to leave rep. to folks who display gratitude and I don't think I'm the only one who does that. Besides, unless someone got a hold of an account with administrator-privileges, reputation can't be "edited".
