TO MY KNOWLEDGE, GMP2 is mostly new compositions, while GMP3 is mostly tracks from existing albums, with some arranges. GMP3's tracks seem to be on the rare side, at least.

So how would one be able to obtain a copy of Game Music Prayer 4 for themselves if they don't live within Japan or can read Japanese because I seriously would like to buy and rip that one

YOu use a middleman service like White Rabbit Express or Buyee. For a fee (And the cost of shipping and the item) They'll do the JP Side stuff and ship it to you.
