Initially Clint Mansell was the only composer attached to the film. Eventually, most of his music was replaced by Lorne Balfe's. But since he's still credited as composer, some of the original Mansell score must be in the film.

I think there's about 30 minutes of Mansell's work still left in the film (most notably the opening action sequence). Balfe's work was also directly inspired by Mansell's, possibly even using his themes.

The "opening action sequence" as you said is "The Leap" by Kevin Kiner.
But if there are some Clint's Music parts still in the movie, maybe it's the tune heard during the Skinny Man Interrogation. That tune features in many ways in the film and it can be heard in the end titles music

Kevin Kiner was working as an additional composer for Mansell. Like on Hans Zimmer's scores, he assisted Mansell in programming and adapting his cue to fit the scene.

Nothing is free, even digital costs money. On average a releasing company like Apple gets four cents per song, the publishing company gets eight cents and the record company gets the rest. So unless Paramount owns Lakeshore Records its cut would be small. And considering the relative obscurity of GiTS among the general public - the score would never achieve broad audience appeal - the film's poor box office - the movie lost Paramount around $100 million - why would Paramount throw more money into the financial sinkhole? It's not as though releasing the score would recoup it's losses.
As for releasing it through Bandcamp - what, Hollywood give something away for free?
It's called show business, not show charity, for a reason.

I did not say that GITS is WB; all I said is that WB uses Bandcamp, meaning that Paramount could, too.
I also did not suggest that Bandcamp is free, or that Hollywood give away anything for free. It costs nothing for artists and labels to sell their music on Bandcamp. Bandcamp takes a very small commission on each sale (much less than iTunes). So Paramount could SELL scores (not give them away) on Bandcamp and still make a profit on them. Is my English clear enough for you now?

Insults really do accomplish nothing except expose how thin skinned you apparently are.
I wasn't criticizing merely explaining why I think Paramount never bothered to release the score. It costs money to release a score. What a company like Paramount does is look at the publishing and releasing costs and how much they might make if they release a score. If the costs outweighs the potential benefit, and remember the film did poorly, why would Paramount throw good money after bad? The audience had voted with their feet and wallets and GiTS lost. Paramount is going to make a relative few people happy? That's not how it works, much as I wish it would.
And let's not forget the herd response. GiTS was a big loser for Paramount. I'm guessing everyone deserted that sinking ship as fast as possible and wanted nothing more to do with GiTS. Except maybe as a tax write off.

UPDATE (12-31-17):Lorne Balfe shared a new link on his Facebook page, it contained "full quality recordings", it's basically the same as the previous leaked promo score, but in .WAV format. It did however contain 3 new tracks "Holographic Conference Room", "Skinny Man Chase (Full version)" and "Kuze's Lair". The track "Skinny Man Chase (Full version)" is slightly longer than the previous one, and the previous one is the same, just shorter, so I removed the old one. So these new tracks have been added where they belong, and the link is updated, enjoy.

Thank you so much for this. It’s a great listen. For some reason the volume is difficult to get right - quiet tracks need pumping up and then it’s deafening when a louder one kicks in! Perhaps I need to do some fiddling somewhere and it’s just me..?

It probably lacks brick-wall mastering, which isn't necessarily a bad thing...

http://forums.ffshrine.org/member.php?u=1121554) publicly shared the "Recording Sessions", so I finally got around to adding the extras from that set to mine to create an expanded set. I added 5 new tracks "1m03 Lies", "1m08b Glass Break", "2m16 1st Repair", "3m35 2nd Repair" and "5m51 Harbor Dive". I also edited out the intro and end silences from these tracks. I also combined the Blu-ray Logos with the opening intro from Shelling. and removed that bit from Shelling. That way the Shelling cue is just from that scene. Some Clint Mansell artist credits from BMI were added, I am not totally sure if they are correct, but I added them regarless. I updated my covers to reflect all this, the track-list and download link are now up to date, so enjoy this new expanded set.
Also to clarify, I kept the 24-Bit versions of the same tracks from the sessions leak which are 16-Bit. For example in the sessions 5m56 Cutter Kills Dr. (The promo score name of this track is What's Your Name?) is first, and then 6m57 Visiting Mom is next, as separate cues. The promo score version has both of these cues in one track, but 6m57 is first and then 5m56 kicks in.
