According to what I read in that period, Elfman was offered the job and passed the project onto Steve Bartek, writing two cues, "Main Titles" and "I Wish".
In that year he did the same with John Debney for "Heartbreakers" and "Spy Kids", writing some of the cues and leaving the rest to his "collaborator".
Probably he simply didn't have enough time to score them completely...
