In a few words, MP3 Diags is a GUI-based application that allows end-users to identify issues with their MP3 files, fix some of the issues and make other changes, like adding track information. It also lets you "look inside" an MP3 file.

I run this program on every new set of MP3 files I get. It makes easy to tell if the structure of the files is clean, delete APE and Lyrics tags or fix VBR information, for example. It provides transformations to apply in batch or to individual files, and you can remove a particular "stream" (i.e., chunk of audio, tag, unknown or null information) from a file by selecting it and pressing Del, which is an useful scalpel to fix some troublesome MP3.

It will list files of "low quality" (according to your preferences about minimum bitrate) and the lack of normalization info and embedded cover-art. The support for ID3 tags is not complete, so it may mark some old versions of them as unsupported, but in general it does a good job warning about text encoding issues and other problems.

Like the predefined transformation lists, the context menu for the files is configurable, so you can call another utilities from there. It has also a "Normalize" button to run a custom command (for example to add ReplayGain information to your files' tags with some other program) plus a tag editor and renaming capabilities, although I use other applications for those tasks.

There are some limitations (http://mp3diags.sourceforge.net/040_limitations.html), and as usual, one should run the program on copies of the audio files while learning to use it. Impressionable users should be aware of a high risk of jawdrop when inspecting for first time the whole collection. Mine stopped at the floor. �
