As the Ebay auction states 62 tracks and the site has 62 tracks (albeit possible same content from tracks 32-62) - I would say that it is a direct rip off of the site!
However the lengths of tracks 32-62 on the artwork on the ebay site appear to be different to those on the promo site. So who knows, perhaps the promo site made a mistake!

I noticed the same on Labor Day (Rolfe Kent). 22 listed 192k cues, but I found 6 more amplified cues with VBR quality by getting access to the file list. Turns out they are the same tracks in terms of content, the VBR stuff is slightly longer (no cutoff endings).
