Wonky translation. On the back it says the conductor's name is "Kumagaya". I've seen him elsewhere credited as "Kumagai" before, so I sticked with that reading.
I'm not familiar with Mozart and his(Violin) Concerto "Don Giovanni", so I cannot say if the main theme is inspired by the whole work or a particular section.
Track 3, 2:52 sounds a little bit like Alan Silvestri's Back to the Future.
Joe Hisaishi's Giant Deep Sea Creatures (Thread 186169) is surely the gold standard of orchestral NHK Specials today, but hopefully you'll enjoy some of Shinohara's work here.
