What game have you played that you think had all the heart and right intentions, but despite its great efforts, was still below par game?

For lack of a better example, I'm going to update and say Final Fantasy X-2. As an RPG it works, but not as much for a Final Fantasy, it doesn't. It took a chance on a sequel and in a new direction at the same time.
