I recently extracted the entire music library from the 3DO version of Super Street Fighter II Turbo, but I can’t find a way to rip the music from the ‘.BGM’ files. I’ve had partial success with MFAudio (3DO and Playstation BGM files seem to have something in common) : I can at least get that program to play the music, but the songs are drowned out by static and noise.

Is there some sort of application that’s better suited to reading these files?

Try Psound, Cube Media Player, or PSX Multi Converter.

Cube Media Player plays the file a tad better, but I still can’t get rid of that pesky static. 🙁

Keep trying buddy I shall do my part too. If you want I can send you some tracks I do have from the 3DO version of Super Street Fighter II Turbo/X arranged. I think I may only have 6 (I ripped all of my favorite ones but I forgot to get the "Versus" and "Winner" screens *snaps me fingers* shoot) So anyways just let me know and I will send them to you.

Actually, I gave up on this after ripping the arranged music from the PS2 Anniversary Edition. They’re the same tracks, but better quality.

Resurrecting this topic as I’m trying to rip the audio files from the 3DO version of the game as the PS2 Anniversary Edition has some minor pops ‘n clicks on various arranged tracks. I have confirmed that those minor errors are not restricted to just my copy of the game.
