Go image then adjust then go to levels then take the black trangle out of the 3 and drag it right to make the image look similar to this

then go image then adjustments then go to hue and saturation, then click the check on the colorize button then drag the saturation all the way then drag the hue to change its color, play with each of the sliders to get diffrent colors and effects.

Set your blending mode to screen or any one that fits your image

Nice and simple, the way it should be.

You might also want to add that by using Filters>Rendering>Clouds and then using Difference Clouds you can create a more random and scattered effect. 🙂
