I have the vgmstream, mp3lame encoder and PSF Decoder or AOPSF Decoder. What did i miss?

And the XA files from this game (https://www.zophar.net/music/playstation-psf/evil-zone.html), only let me rip them to 320/32000hz and i want it in 44100.
