Is it jingle or not ??

Hi, i was looking for some music that was appearing in a TV press program in our country, it’s the end and starting music to this program, i couldn’t get longer cut from the program, it’s 10 seconds only but i think the music is clear and if someone know new age music composers very well he/she can recognize it’s name or the composer … please don’t ignore it, i’m looking for it for a long time… see the link
