He probably wants to download something from Rutracker.org, but can’t because it requires registration on their site to get torrents (maybe it’s troublesome to register because of the language barrier).
But you can post a link directly to their torrent page, so people see what you talking about. It’s not against rules. And then see if someone will be willing to help.
