I don’t want to sound like an asshole, but is the concept of ripping game music alien to you? You do realize you can like, rip ALMOST any NDS game (including this one AND its sequel) into a playable format, WHICH YOU CAN THEN EASILY PLAY AND/OR CONVERT to one of the most common formats, like say, 320kbps MP3? Why would you even rip this from youtube? I’m really baffled by this, but at the same time I’m just trying to help you out here.
I mean…
Sorry if I sound like a complete asshole, but… Just why?

Sorry, friend; didn’t know I could do that. I’m all thumbs when it comes to technological know-how. What do I need to do this kind of rip?
The process is easy but laborious. First you need to download the ost of Rockman ZX in NCFS format. Check here (http://www.cyberbotx.com/NCSF/files.php).
Then you require a plugin that allows you to play this format. Here (http://www.zophar.net/utilities/2sf.html) you can find 2 of them; one for winamp player and one for foobar2000.
With the plugin installed, open the NCFS files on your player and from here you can convert those to mp3 with the settings you want, just as you convert any audio file to mp3.
I hope that helps, and especially, I hope that the instructions were clear. My English language skills is not what is said optimal.
