Wrong forum.
But I imagine the easiest way to do it would be to use emulated audio like a Winamp or Foobar plugin. I know "Not So, Fatso" for Winamp allows you to tweak the stereo separation of individual audio channels.

This should have gone in the Video Game Music Discussion forum, but you can get timed and tagged NSFe files for many games here (http://slickproductions.org/nsfe.php) and get the NotSoFatso plugin (http://slickproductions.org/programs/NotSoFatso/NotSoFatso_v.851.rar) plugin for Winamp to play them. Then you can customize the panning of each individual channel in NotSoFatso’s window.
