Help please! chapter 5

I reached chapter 5 right now and I want to get the Key to Success accessory in Tobli’s office in Guadosalam. However, his office is locked? I finished Moonflow and talked to Tobli before entering and finishing Guadosalam, still locked.

I’ve done everything according to the guide, I also skipped the Stop Garik in Mount Gagazet mission in chapter 3 in order to get the requirement.

What gives?

Maybe you need to go to Gagazet in Chapter 5?

Edit: Actually, are you sure you’re looking at the correct office? Tobli’s place is never locked. The "you’re not getting into that house" place that’s locked from the start, that’s not Tobli’s, that’s where Baralai’s Sphere is. Tobli’s is somewhere on the right where the Hypello is standing outside.
