Really really dumb question, but what is "PM"?

It’s a personal message using the PM facility. To use it you need to have a post count of 5 or more. After that number has been reached there is a time-delay of up to a couple of hours before the facility is enabled for you.

You can increase your post count by making some comments in other threads.

Your count is 3 at the moment…

Once you have been enabled, you should go to MasterZPrime in bold blue to the left of the first post in this thread. If you left-click on your mouse whilst your cursor is over his name you will see various options, and you should select the Private Message option… the PM option will only be seen once you are enabled. This could take up to a couple of hours to become active.
