Two reasons. One – the folder it is contained in, ntw, is an abreviation for Napoloen: Total War.

Secondly, that is the credits from Napoleon, as was included in klnerfan’s rip of the game as was featured in THE BIG ORCHESTRAL MUSIC THREAD!.

Still – the file was in the .pack so I thought of adding it.

The NTW folder was already in the demo. Since the game uses same engine and obviously the file structure and whole system has remained probably almost exactly same, it is usual for the developers to live contextual structure intact as it speeds up the development process. Also many developers re-use their recorded sound effects and other things in their sequels, naturally. Renaming everything takes a lot of time and forces a lot of people to adjust according to those changes.
