I just want to make my own conclusion, please CMIIW, regarding Laguna and Julia.
OK, here is the story of my version:
When Laguna and his two friends, Kiros and Ward, in Deling City, and meet Julia in some music show, he is falling in love with Julia.
Laguna wasn’t able to continue his relationship with Julia because he has another duty with their friends.
Long time no meet between them, then Julia decide to married with Deling City’s President.
They were given a child, a girl, named as Rinoa.
Meanwhile, Laguna having injury in his journey and being treated by a local resident, named a Loire.
Laguna falling in love with Loire and married him.
They were given a child, a boy, named as Squall.
It’s quite a great love story, isn’t it?

What you just stated is more or less what HAPPENED in FFVIII and has generally been accepted as canon. Why post this?
Yes! I forgot that! Thank you for remind me about that! The point is, Laguna married a girl in Winhill city that already have a girl child named as Ellone. Please CMIIW.

I forgot that too! I thought the President in the train that transform into a monster is the same person as the one in the Deling City, the one that have a big residential, where a group gather before parade event and fighting Edea and Seifer.
