I’m confused by this. Why are the voices and sound effects in this "soundtrack?"

Because that’s how it was officially made. I personally don’t like this way too, there is no normal soundtrack without the dialogues/monologues for this movie, unfortunately. It’s called soundtrack, but it’s way more like drama CD (I hate those). I obviously can’t do anything about it.

I can’t remember about image album, I guess I can download my own upload to refresh my memory… 😆
EDIT: Yeah, you’re right, the image album doesn’t have voices & sound effects
Just so you know, image albums usually contain first version of songs that are based solely on initial script at the very begining of production, some of those may or may not make it to final soundtrack (in original or modified versions), but that doesn’t matter, because Japanese people always seem to publish image albums along OSTs. Back to the whole dialogue thing, more and more movie (and game) soundtracks contain some dialogues, but they are separated from the music, like some dialogues present from Snatch, Kill Bill 1&2 OSTs etc. Also God of War 1 has a good number of dialogue tracks in the soundtrack. Just a few examples… But this way of putting speech and sfx in all of the tracks is very, very unusual indeed.
